▌How We Developed a Meta Ads Strategy for Recruitment in Germany, Tailored to Two Different Types of Candidates.
In recruitment campaigns, a high volume of applications can look very good in a report. But if the applications aren’t coming from the right people, the marketing results don’t help the business.
That’s why, for the Fastimmer campaigns, our strategy didn’t start directly in Ads Manager.
It all started with the business.

Meta Ads Campaigns | Recruitment Marketing | Germany

Campaign structure: separate audiences for team leaders and workers
Fastimmer is recruiting people interested in working in Germany, including in the forestry sector. Before developing the strategy, designing the visuals, or launching the campaigns, we spoke with the client’s team to understand how their recruitment process works: what types of candidates they’re looking for, what roles are available, what criteria are important, and where the greatest need for staff lies.
For us, this stage is essential in performance marketing: we don’t build campaigns for the platform, but for the business’s actual goals.
▌Strategy: Different Candidates, Different Communication
Communication in two main directions: qualified staff / team leaders and workers.
For team leaders, experience and coordination skills have become central elements of the message. For workers, the communication has emphasized the opportunity for stable employment in Germany and prospects for professional development.
This distinction has allowed us to tailor our messages, creative materials, and budgets to the profiles of the candidates we are seeking.

▌Campaign Results
Between July 21 and September 10, 2026, the campaign in question generated over 850 applications, with an average cost of less than 1 euro per lead.

▌Segmentation yielded results that were very similar in terms of effectiveness
The campaign targeting team leaders generated 554 leads at 0.92 euros per lead, while the campaign targeting workers generated 323 leads at 0.94 euros per lead.
For us, this is an interesting result because it shows that segmentation was not done at the expense of efficiency. We were able to create different messaging for two categories of candidates while keeping the acquisition cost nearly identical.
▌Creative testing: video + banners, not just a single ad
The campaign did not rely on a single winning visual.
We tested video content and static banners using different approaches: job opportunities in Germany, job stability, professional development, and criteria specific to certain positions.
The most effective banner in the campaign analyzed was:
100 leads for just 0.66 euros per lead.
Another static ad generated 167 leads at 0.87 euros per lead, while the main video ad generated 454 leads at 0.97 euros per lead.
This gave us two important benefits: a large volume of video footage and the ability to source still images at an extremely competitive price.
▌We haven’t just run lead generation campaigns
The lead generation campaign was the conversion component, but the strategy was also supported by other types of campaigns.
We ran Brand, Engagement, and WhatsApp campaigns simultaneously so that potential candidates could interact with Fastimmer in multiple stages and formats.
In recruitment, trust matters a great deal. A candidate doesn’t necessarily see an ad for the first time and immediately fill out the form.
They can view the brand, interact with a video, return later to a recruitment ad, or choose to start a conversation directly on WhatsApp.
That is why we are building a promotional ecosystem, not just a one-off campaign.
▌Why does this approach work in recruitment marketing?
Germany continues to have an active market for international workers. The Federal Employment Agency reported over 521,000 work permits granted to foreign nationals in 2025, 17% more than in the previous year. For EU citizens, including Romanians, there is free movement of workers, without the need to obtain a work permit in Germany.
But the existence of demand does not automatically mean that a recruitment campaign will be successful.
There must be a connection between the job opening, the candidate’s profile, the message, the creative approach, the channel, and the subsequent recruitment process.
▌877 leads represent the marketing results. What comes next is the business results.
A CPL of 0.93 euros is a very good result.
But for us, the analysis doesn’t end there.
The next step is to maintain an ongoing dialogue with the client and understand:
How many of the candidates are qualified? How many respond? How many meet the criteria? How many make it to the interview? How many are hired?
Because the difference between a campaign that looks good in Meta Ads and one that helps the company grow is what happens after the lead is generated.
▌Conclusion
The Fastimmer case study clearly demonstrates the power of Meta Ads campaigns in recruitment: over 850 leads in about 7 weeks, with an average cost of less than 1 euro per lead.
But the result didn’t start with a banner or by selecting an audience in Meta.
It all started with a conversation with the client.
I understood the business, segmented the candidate categories, developed the right messaging for each one, tested videos and banners, and supported the lead generation campaigns through Brand, Engagement, and WhatsApp.
For us, performance marketing isn’t just about generating cheaper leads. It’s about understanding what the business needs and building campaigns around that goal.
